2026 Integrity in Government Award

During its 26th Annual Conference, The Anti-Fraud Coalition bestowed the “Honest Abe” Integrity in Government Award to Charlene Fullmer, Deputy Civil Affirmative Chief in the U.S. Attorney’s Office for the Eastern District of Pennsylvania. Ms. Fullmer embodies integrity, diligence, and dedication to the mission of fighting fraud and recovering taxpayer dollars.

This award recognizes a government official whose commitment to the mission, trusted partnership with whistleblowers and their counsel, and personal integrity have made an outstanding impact in the fight against fraud.

Leading 30 AUSAs in one of the busiest districts in the country, Ms. Fullmer’s accomplishments are legion. She is a recipient of the Attorney General’s Award for Fraud Prevention and the Attorney General’s Award for Exceptional Service.

From her days as a line attorney to now as Deputy Civil Affirmative Chief, Ms. Fullmer has proven herself a trusted partner both within government and with the relator’s bar. Inside government, she has earned a reputation as a hard worker and a persistent fighter who skillfully navigates the bureaucratic challenges that emerge in large, groundbreaking matters without losing sight of the mission or the importance of the whistleblowers to the case.

Before becoming a supervisor, Ms. Fullmer led the team that investigated off-label promotion by Johnson & Johnson and its subsidiary Janssen Pharmaceuticals, resulting in a $2.2 billion global settlement, the largest settlement for a single drug. She was also on the team that investigated off-label promotion and kickback allegations against Pfizer, leading to a $2.3 billion civil and criminal settlement, which at the time was the largest health care fraud settlement in DOJ’s history.

Her leadership extends to the AUSAs she supervises. She goes above and beyond to make investigative resources available, serving as a supervisor, cheerleader, mentor, and advocate for the AUSAs on the front lines. Her steadfast commitment to the pursuit of justice is an inspiration to many.

“Charlene Fullmer exemplifies the very essence of public service. From securing historic, multibillion-dollar healthcare fraud recoveries to mentoring the next generation of federal prosecutors, she has been an unrelenting champion for taxpayers. Her steadfast integrity, collaborative partnership with whistleblowers, and tireless pursuit of justice make her extraordinarily deserving of the ‘Honest Abe’ Integrity in Government Award,” said Jacklyn DeMar.
