Meet the TAFEF team

Jeb White is Chief Executive Officer of Taxpayers Against Fraud and the TAF Education Fund (TAFEF).  A graduate of the University of Pennsylvania and the Georgetown University Law Center, Jeb began his legal career at TAFEF, where he first served as the Director of Legal Education from 2004 to 2007 and then as the Chief Executive Officer from 2007 to 2010. Then, from 2010 to 2020, Jeb was a partner with the national qui tam law firm Nolan Auerbach & White LLP. In May 2020, in the wake of the COVID-19 crisis, Jeb returned to TAFEF as the Chief Executive Officer.  


Jeb has been recognized for growing the TAFEF community and for leading the efforts that resulted in the enactment of various state False Claims Acts and the strengthening of the federal False Claims Act in 2009 and 2010. As an authority on whistleblower laws, Jeb has penned amicus curiae briefs in several United States Supreme Court cases examining the federal False Claims Act, and he has been a trusted source for the Department of Justice and other officials in need of qui tam expertise. Jeb has frequently represented TAFEF in the various media relations and public relations roles. He has been interviewed by national media outlets, including CNBC and The Wall Street Journal. He has also lectured over fifty times to a wide variety of audiences, including the U.S. House of Representatives Judiciary Committee, the American Bar Association, and the American Law Institute.

Jacklyn DeMar

Attorney & Director of Legal Education

Jacklyn DeMar is the Director of Legal Education at Taxpayers Against Fraud Education Fund, where she began as the staff attorney in August of 2014.  In her capacity as Director of Legal Education, Jacklyn works with whistleblowers, their counsel, and government attorneys on various False Claims Act matters, as well as matters involving the IRS, SEC, and CFTC whistleblower programs.  She files amicus curiae briefs in federal courts across the country – including the U.S. Supreme Court – and serves as editor-in-chief of TAFEF’s legal periodical, the False Claims Act & Qui Tam Quarterly Review.  She is also responsible for coordinating the TAFEF Annual Conference, the nation’s largest annual False Claims Act conference.

Jacklyn has focused on False Claims Act and other fraud practice for most of her career, since graduating cum laude from American University’s Washington College of Law in 2009.  She has experience practicing at large Washington D.C. firms, as well as ample experience in the e-Discovery field from her experience working for one of the largest e-Discovery providers in the United States.  She is a member of the Maryland and D.C. bars.


Takeia Garner-Kiett

Director of Operations & Membership Services

Takeia Garner-Kiett joined Taxpayers Against Fraud Education Fund (TAFEF) in February of 2005 with a background in the Legal and Nonprofit fields and a specific expertise in association management and conference planning. Takeia is currently TAFEF’s Director of Operations & Membership Services, responsible for managing the day-to-day activities of the organization, including human resources, benefits, payroll administration, finances, risk management, accounts receivable and payable, endowment and funding operations, as well as acting as one of the liaisons between the staff and the Board of Directors.


Takeia also manages the membership side of the organization and plays an integral part in all member-related initiatives such as conference planning,  database management and fielding member inquiries. Takeia earned her Bachelor of Arts from the University of Maryland, University Collage and lives in Maryland with her husband, two children and feisty beagle.


James King, TAFEF's Director of Communications & Digital, manages the organization’s website, communications strategy, and digital content. Prior to joining TAFEF, James worked at Indivisible, the Center for American Progress, Every Voice, and on President Obama’s 2012 campaign. James earned his Master’s in Political Management from the George Washington University in 2015 and a Bachelor’s in Political Science from Kent State University in 2013.


Emma Bass

Public Interest Advocacy Fellow

Emma is TAFEF's Public Interest Advocacy Fellow for 2020-2021.  Emma is responsible for undertaking various legal research and writing projects such as producing a biweekly newsletter summarizing recent relevant legal opinions and updating the organization’s online legal database. Before joining TAFEF, Emma attended the University of Virginia as an Echols Scholar, and graduated in May 2020 with a B.A. in History and Religious Studies, with the honor of “highest distinction” in the Religious Studies Distinguished Majors Program. Emma previously interned at nonprofits such as the Children’s Defense Fund in Washington, DC and the International Rescue Committee in Charlottesville, VA. She plans to attend law school.
