Unfortunately, it appears GSA is so unclear on its job that it accepts direct kickbacks from federal contractors. David E. Cooper, the former director of acquisition and sourcing management at GSA, says GSA's contacting system is so dysfunctional and corrupt that billions of tax dollars may have been wasted. |
