TAF library resources

As part of its information clearinghouse activities, TAF maintains a comprehensive library on the False Claims Act and qui tam provisions. In response to inquiries, TAF can provide limited copies of materials at no cost. We welcome submissions (e.g., complaints, briefs and settlement agreements) and suggestions for additional resources. The library is open to the public, by appointment, during regular business hours.

False Claims Act & Qui Tam research binders

1. Legal Topic The False Claims Act & Qui Tam legal topic binders are designed to provide a legal research tool for the FCA and qui tam provisions through a compilation of original and secondary source materials. The binders are divided into broad FCA and qui tam legal topics (e.g., Jurisdiction Under the Qui Tam Provisions) with each binder containing relevant judicial decisions, legal commentary, and pleadings. These materials are organized according to a Legal Topic Outline & Index, which is both an outline of the specific legal issues under the respective topic as well as an index to the documents within the binder.

2. Violations & Case History The Violations & Case History Binders serve two purposes. First, they contain summaries of factual allegations that have served as the basis for FCA complaints (whether or not such suits have been successful). Also included are government settlements of potential liability under the FCA that have occurred without the filing of a complaint. Second, in cases where such information is available, the binders contain materials pertaining to case history and developments (e.g., complaints, news, articles, DOJ press releases, and settlement agreements). The binders and factual summaries are organized by particular areas of federal procurement or program (e.g., DOD Contracts, Medicare, and HUD) and further subdivided according to general types of activity allegedly giving rise to FCA violations (e.g., mischarging or product substitution under Defense, and unnecessary services or upcoding under Medicare).

General Resources

The TAF Library also contains a variety of commercial and government publications on the FCA and qui tam, particular federal programs and contract areas, and contracting fraud generally. These publications include: (1) treatises, books, and monographs on the Act; (2) commercial reporters on federal contracting (e.g., Government Contract Litigation Reporter, CCH Medicare and Medicaid Guide); and (3) selected IG and GAO reports.
